Edit: Heidi, a Finnish-speaking reader, was kind enough to explain what the man in the video is saying:

Man in the video is asking the otter to come inside to eat. He calls for the otter to come ('tule tänne') and says its name ('Iivari'). Most of the time he is just commenting on what the otter is doing and encouraging him to come closer for a treat. 'Muikku' is the little fish he gives to Iivari. He has very strong Eastern Finland dialect. I hope this helps a bit! :)
